BACOLOD CITY – GOVERNOR EUGENIO JOSE LACSON ISSUED AN EXECUTIVE ORDER (EO)
ON MONDAY, DEC. 20, DECLARING A STATE OF CALAMITY IN NEGROS OCCIDENTAL DUE TO THE DEVASTATION CAUSED BY SUPER TYPHOON “ODETTE.”
LACSON STATED IN THE EO THAT BASED ON THE INITIAL ASSESSMENT OF THE PROVINCIAL DISASTER RISK REDUCTION AND MANAGEMENT OFFICE (PDRRMO), THE SUPER TYPHOON HAS CAUSED 38 DEATHS, DESTRUCTION OF 3,764 HOUSES AND DAMAGING OF 16,477, AND THE DEVASTATION OF AGRICULTURAL CROPS AND LIVESTOCK IN THE PROVINCE, WITH THE NUMBERS EXPECTED TO RISE AS MORE REPORTS ARE COMING IN AND COMMUNICATION LINES ARE REPAIRED.
LACSON ALSO SAID THAT NUMEROUS FAMILIES HAVE BEEN GREATLY AFFECTED BY THE SUPER TYPHOON IN TERMS OF DAMAGE TO THEIR DWELLING, LIVELIHOOD, AGRICULTURAL AND FISHERIES BUSINESS. AS OF DEC. 20, THE PROVINCE REPORTED P5,982,947,301 WORTH OF DAMAGE TO PROPERTIES, AGRICULTURE, AND LIVELIHOOD.
OF THE SAID FIGURE, AGRICULTURE WAS GREATLY AFFECTED WITH P4,445,050,801 WORTH OF LOSSES, FOLLOWED BY ANIMAL AND LIVESTOCK AT P488,780,000 AND FOOD AND NUTRITION AT P327,768,300, AND INFRASTRUCTURES AT P201 MILLION.
ABOUT 20,589 RICE FARMERS WERE AFFECTED COVERING 20,995.88 HECTARES IN 31 LOCAL GOVERNMENT UNITS (LGUS). FOR CORN, 446.60 HECTARES IN 14 LGUS WAS AFFECTED, WHILE FOR HIGH VALUE CROP, 2,294.34 HECTARES IN 18 LGUS WAS ALSO AFFECTED.

The EO would somewhat act as Duterte's next remedy for high meat prices, as his price ceiling order is set to expire on Thursday, April 8.
Pork prices posted an inflation rate of over 20% last March, indicating that vendors struggled to comply with the price cap.
Data from the Department of Agriculture (DA) showed that pork prices in Metro Manila hovered between P350 and P380 per kilo, higher than the imposed limit of P270 to P300 per kilo.
Hog raisers had also staged a pork holiday to protest Duterte's price cap and the proposal to lower tariffs on imported pork.
Groups like the Samahang Industriya ng Agrikultura (SINAG) have repeatedly denounced the bid to lower tariffs, insisting that the shortfall can be imported at current rates.

In 2018, an average farmgate price of one kilogram of hog for slaughter from backyard farms was 115.6 Philippine pesos. The overall farmgate price of one kilogram of hog has overall increased for the last six years.

In 2018, the average domestic retail price of lean pork meat from hog livestock in the Philippines was approximately 217.6 Philippine pesos per kilogram. In the same year, the total number of hogs slaughtered for meat production in the country amounted to about 27.7 million heads.
